Annual Summit 2017
On Tuesday, January 31, 2017, the Primary Care Development Corporation (PCDC) presented “Primary Care Under the New Administration,” the newest Primary Care Innovation Circle Annual Summit panel discussion. The event featured a lively discourse with a panel of experts, including Deborah Bachrach of Manatt Health, who discussed the political and operational realities of new reforms and their views on how primary care can achieve better outcomes and healthier patients.

Louise Cohen is the CEO of PCDC, a not-for-profit Community Development Financial Institution dedicated to expanding and strengthening the primary care safety net in the United States. PCDC provides capital and technical assistance to a wide variety of primary care providers, and advocates for improved and increased primary care access, capacity, quality, reimbursement, and capital resources in order to improve health outcomes, create healthier communities, increase health equity, and reduce overall health care system costs.
Deborah Bachrach, JD
Partner, Manatt Health
Deborah Bachrach is an expert on health policy and financing at the local, state and federal level who provides strategic legislative and regulatory council to states, providers, insurers, foundations, academic medical and not-for-profit organizations, and provides analysis on current trends in health insurance coverage, payment policies, and delivery system reform. Deborah previously served as NYS Medicaid director and deputy commissioner of health for the NYS Department of Health’s Office of Health Insurance program where she managed coverage, care and payment policies for more than four million children and adults, leading reforms to streamline Medicaid eligibility and enrollment process.
Jorge R. Petit, MD

Dr. Jorge R. Petit is a community psychiatrist and the Regional Senior Vice President for New York State for Beacon Health Options, one of the country’s most prominent behavioral health companies providing best-in-class behavioral health solutions for regional and specialty health plans; employers and labor organizations; and federal, state and local governments. Dr. Petit is the Coordinator for the Psychiatry and Behavioral Health Program: at Touro College School of Health Sciences/Physicians Assistant Program conducting basic training as well as an advanced Behavioral Health Seminar and preceptoring the PA students BH Clinical Rotations. Dr. Petit is an expert advisor to the North East Business Group on Health (NEBGH), Mental Health Task Force – Depression Screening and Management in Primary Care/One Voice Initiative and the MH Workplace Summit, sponsored by NYC NAMI, NEBGH and the Kennedy Forum. He is the Chairman of the Board for Mental Health News Education, Inc. and serves on the board of the Empire State Pride Agenda Foundation. He is a Distinguished Fellow in the American Psychiatric Association, a member of the ACMHA: The College for Behavioral Health Leadership; the Committee on Psychiatric Administration & Leadership in the Group for the Advancement of Psychiatry (GAP); of the Mental Health Association of New York City’s (MHA-NYC) Professional Advisory Committee (PAC); a member of American Association of Community Psychiatrist (AACP); American Association of Emergency Psychiatrists (AAEP) and a Fellow of the American Psychiatric Association (APA).
John Rugge, MD
CEO Hudson Headwaters
Dr. John Rugge is a practicing family physician and the founding CEO of Hudson Headwaters Health Network, a Federally Qualified Health Center that is the only local medical provider for much of the Adirondacks and the primary care safety-net for the Glens Falls “micropolitan” area. Over the years, Dr. Rugge has served on numerous health policy councils in Albany and Washington. He is currently Chair of the Planning Committee for the NYS Public Health and Health Planning Council and is serving on the workgroups for the NYS Department of Health that are defining advanced models of primary care and value-based payment models for the reimbursement of health care services generally. As organizer of the Adirondack Health Institute and the Adirondacks ACO, Hudson Headwaters is working to deploy these new models across the North Country of New York.
Cynthia Summers, DrPH, MPH
Executive Vice President, The Guttmacher Institute
Dr. Summers joined the Guttmacher Institute as Vice President for Communications & Publications in 2012, and was named Executive Vice President in 2015. She oversees the implementation and monitoring of the Institute’s strategic plan, supports the Institute’s President and CEO in liaison with the Board of Directors, and serves as a leading representative of the Institute at conferences, with donors and at other events. Prior to joining the Guttmacher Institute, Dr. Summers served as the Executive Director of Health Planning at the New York City Department of Health and Mental Hygiene. Her office provided support and expertise to the department for policy development and analysis—particularly in light of health care reform—and engaged in research, surveillance and program evaluation to guide and inform departmental activities. Dr. Summers received her DrPH in health policy and administration from the University of Illinois at Chicago. She received her MPH degree in community health from San Diego State University and her BS in biology from the University of Utah. In 2013, she received the Distinguished Alumni Achievement Award from the University of Illinois at Chicago, in recognition of her contributions to the field of public health.
