Steven J. I. Chang is an accomplished healthcare executive and Adult Nurse Practitioner with over three decades of experience spanning clinical care, health systems leadership, quality improvement, and population health strategy. As Director of the Primary Care Consulting Portfolio, Steven leads PCDC’s technical assistance and consulting initiatives to strengthen primary care delivery across the New York/Tri-state region. Most recently, Steven served as Director of Quality and Patient Safety at NewYork-Presbyterian Hospital, where he oversaw quality and patient safety strategic initiatives across community-based hospital-operated practices and physician networks. Earlier in his career, Steven led HIV prevention and treatment research initiatives at Columbia University. He has also provided international consulting on HIV curriculum development and capacity-building in South Africa through USAID- and PEPFAR-funded projects. Steven holds an Executive Master of Public Health from Columbia University, a Master of Science in Nursing from the University of California San Francisco, and completed a fellowship in the Responding to Epidemics and Crises in Health (REACH) Program. He continues to provide pro bono primary care services at Harlem United’s Federally Qualified Health Center.
