The Primary Care Development Corporation (PCDC) recently completed financing on a $47 million project that will dramatically increase access to primary care services across three key Connecticut cities.
The financing enables Community Health Center, Inc. (CHC1), Connecticut’s largest federally qualified health center (FQHC), to increase services by 60 percent, expanding its reach to an additional 11,000 patients in economically distressed and medically underserved communities.
The three projects benefit communities both locally and nationwide:
- Hartford: The acquisition and renovation of this 27,000-square-foot facility will make CHC1 the largest provider of pediatric medical, behavioral, and dental health services between New York and Boston. The site will serve a community where pediatric hospitalization rates for chronic diseases and behavioral health are significantly higher than the national averages.
- Stamford: The rehabilitation of this 22,400-square-foot, three-story building will significantly expand comprehensive primary care services for a population that is often overlooked amidst wealthier surrounding communities. The services provided will include pediatrics, women’s health, behavioral health services, nutrition counseling, and chronic disease management.
- Middletown: A new 32,000-square-foot facility with state-of-the-art technology will not only house CHC1 support functions, but will also allow the Weitzman Institute to expand its programs in research, care delivery transformation, and education. Furthermore, the facility will accommodate a nurse practitioner residency program which has national reach to FQHCs and other populations in need throughout the country.

The three projects are expected to create and retain 160 quality health care jobs accessible to the surrounding low-income community residents. These jobs will provide living wages and benefits, including health and life insurance coverage, retirement savings plans, and access to continuing education and professional training.

PCDC supported CHC1’s expansion with $11 million in New Markets Tax Credit (NMTC) allocation and a $5.5 million construction loan. The project was further aided by NMTC allocation and financing from three other parties: Boston Community Capital, Capital Impact Partners, and Capital One Bank.
All three projects are underway, with an anticipated completion date in the summer of 2019.
