PCDC’s Board of Directors serves as both strategic advisors and champions for our mission to strengthen communities and build health equity through strategic primary care investment, expertise, and advocacy.
Today, we are happy to announce four new appointments to our Board. We are grateful to each of these individuals and for the expertise they bring as well as the diversity of backgrounds and geographies they represent.
Jonathan Chapman, President and Chief Executive Officer, Florida Association of Community Health Centers (FACHC)
Mr. Chapman joined FACHC as President and CEO in 2022. He leads a dynamic team supporting Florida’s community health centers to provide primary care, dental, behavioral health, and numerous other supporting services to over 1.8M patients through 800+ service locations across the state. Previously, Mr. Chapman was Chief Project Officer with Capital Link. He also has experience as the Louisiana Primary Care Association’s CEO and as the Medicaid program manager at the Louisiana Department of Health and Hospitals. In addition to having earned both a bachelor’s degree in marketing and an MBA from Southeastern Louisiana University, he has completed multiple health care executive programs and holds a certification in Predictive Analytics from UC-Irvine.
Gerrelda Davis, Executive Director, Louisiana Primary Care Association (LPCA)
As Executive Director of LPCA, Ms. Davis leads the organization’s annual and strategic plans. She is responsible for promoting health care access and eliminating health disparities while ensuring that Louisiana’s community health centers remain viable providers of primary health care. Ms. Davis has over 30 years of experience in health care policy, grants management, and community-based public health, including 22 years working for the Louisiana State government to increase access and funding for primary care and rural health initiatives. She received a bachelor’s degree in English Literature from Louisiana State University, and an MBA with a concentration in health care management from the University of Phoenix.
Whitney Phelps, JD, Partner, Proskauer Rose LLP
As a partner at Proskauer, Ms. Phelps provides strategic counseling and analysis related to managed care and value-based contracting. Her experience includes advising on a broad range of complex health care transactions and regulatory matters relating to long-term care, home care, behavioral health, risk contracting, and ambulatory services. Ms. Phelps has extensive experience representing health care entities in New York focusing on health care policy and Medicaid redesign, and served as Director of Managed Care and Associate Counsel at the Healthcare Association of New York State. She earned her JD degree from Albany Law School.
Terrie P. Sterling, Chief Integration Officer, LCMC Health
Ms. Sterling is a seasoned healthcare executive with expertise in strategic initiatives and healthcare management. She currently serves as Chief Integration Officer at LCMC Health and heads her own management consulting firm. She previously held the role of Interim Chief Executive Officer at University Medical Center New Orleans. Ms. Sterling served in key positions at Our Lady of the Lake Regional Medical Center, including as Executive Vice President for Strategic Initiatives and Chief Operating Officer. Ms. Sterling co-chaired the Covid-19 Resilient Louisiana Commission, and currently serves on the Louisiana Board of Regents. From 2010-2016, she was a member of the Atlanta Federal Reserve, New Orleans branch. She holds a Bachelor of Science in Nursing from Northeast Louisiana University, an MBA from Louisiana State University, and a Master of Nursing Science from Loyola University New Orleans. She is a board-certified healthcare management professional and an American College of Healthcare Executives Fellow.
As we welcome these new appointments, we also say goodbye and offer a much-deserved thank you to former Board members, including Gary Jacobs, who joined the Board in 2011, David Manko, who joined the Board in 2014, and Carolyn Tain, who joined the Board in 2014 and remains in service as the Chair of PCDC’s New Markets Advisory Committee, all of whose rich experiences, expertise, and dedication to PCDC’s mission and work have immensely benefited PCDC, our clients, and the communities they serve.
