CPCA and PCDC Launch the California Health Impact Fund to Strengthen Community Health Centers

New York, NY and Sacramento, CA — December 15, 2025 — The California Primary Care Association (CPCA) and the Primary Care Development Corporation (PCDC) announce the launch of the California Health Impact Fund, a new financing initiative designed to strengthen California’s community health centers (CHCs) by providing access to stable, below-market loans.

In its initial phase, the Fund will make $20 million available to eligible CHCs through joint funding between the two organizations, with $1M from CPCA and $19M from PCDC. The organizations expect to grow the Fund to $50 million in the near term, with a long-term target of $100 million, all to support health center expansion, facility improvements, and infrastructure investments that improve access to high-quality, affordable care across California.

“California’s community health centers are the backbone of the state’s primary care system, yet they often lack access to the affordable capital they need to grow and modernize. Through the California Health Impact Fund, we’re ensuring that financing isn’t a barrier to delivering high-quality, equitable care. We’re proud to partner with CPCA to make this vision a reality and to strengthen primary care for millions of Californians.”  — Louise Cohen, CEO, Primary Care Development Corporation

“California’s CHCs are on the front lines of ensuring every person—no matter their income, insurance status, or background—can access quality care close to home. Partnering with PCDC allows CHCs to secure the financing they need to expand facilities, upgrade technology, and reach more patients. This collaboration is an investment in the health and resilience of our communities.”  — Francisco J. Silva, Esq., President and CEO, California Primary Care Association

California is home to the largest number of Federally Qualified Health Centers (FQHCs) in the country, serving millions of low-income and medically underserved residents. By pairing CPCA’s deep local relationships with PCDC’s expertise as a national Community Development Financial Institution (CDFI), this partnership will increase access to flexible, mission-driven capital and strengthen the state’s safety-net health system.
