A Warm Welcome to PCDC’s Newest Board Members

Over the last 30 years, the Primary Care Development Corporation (PCDC) has been guided by a Board of Directors deeply committed to increasing access to health care for our nation’s historically disinvested communities. Today, we are pleased to announce four new appointments who will enhance our Board’s diversity in viewpoints and expertise and serve as champions for primary care.

Cyrus Batheja, EdD, MBA, PHN, BSN, RN, FAAN – Vice President, Strategic Initiatives, Health Equity and Enterprise Transformation, UnitedHealthcare – UnitedHealth Group

Dr. Batheja’s role as Vice President at UnitedHealthcare focusing on health equity and health transformation brings PCDC a wealth of experience in building strategies and programs aimed at supporting people with physical, behavioral, social, and safety complexities.

Alan Branson, MBA, PhD – Executive Vice President & Chief Financial Officer,
Hope Enterprise Corporation

Dr. Branson brings extensive experience in mission-based work to PCDC’s Board with his leadership at Hope Enterprise Corporation—a community development financial institution and credit union—overseeing all lending practices in his role as Chief Operating Officer.

John Holdsclaw IV, MS – Executive Vice President of Strategic Initiatives,
National Cooperative Bank

Mr. Holdsclaw leads community development finance programs within his role as Executive Vice President at National Cooperative Bank, a mission-driven organization advocating for and providing innovative financial services to those in low-income communities. Mr. Holdsclaw also serves as President and CEO of Rochdale Capital, a newly formed, national non-profit community development loan fund.

Marlene Zurack, MS – Managing Partner, White Hare Solutions LLC

Ms. Zurack joins PCDC’s Board after having served as Chief Financial Officer at New York City’s Health + Hospitals system, one of the largest public hospital systems in the country. Ms. Zurack founded White Hare Solutions LLC, which offers management and financial consulting services.


In addition to new Board Member appointments, PCDC’s Board Member Yvette Teofan, JD now holds the title of Vice Chair as a Board Officer, alongside David Gould, Chair; Carol Raphael, Vice Chair; Scott Morgan, Treasurer; and John Rugge, Secretary. Yvette Teofan was a partner at Cleary Gottlieb Steen and Hamilton from 1997 through 2009. Ms. Teofan’s practice encompassed corporate and financial transactions, with a focus on private equity, joint ventures, and mergers and acquisitions.
