Judy Lipshutz is a Senior Program Manager in the Clinical and Quality Partners team; she joined PCDC in 2017 to support providers’ efforts to integrate sexual and reproductive health, HIV, and STI prevention into primary care services. Prior to PCDC, Judy served in a variety of roles at Columbia University Mailman School of Public Health – overseeing program development and supervision in family planning and school-based health centers, developing curriculum for sexual and reproductive health, and directing NYC and statewide adolescent health training programming for health care professionals.  She has also worked as an independent consultant supporting family planning organizations on reproductive health and justice-related endeavors. In addition to her consulting and programmatic experience, Judy has also served in various ambulatory nursing and social work roles in direct service to adolescents and young adults.  Throughout her career, Judy has supported HIV prevention and treatment in 20+ states and territories, revising local policies for incorporating preventative practices to end the HIV epidemic; supervised health educators; been integral to supporting providers to integrate sexual and reproductive health; and developed several curricula that have been used at state and national levels. Judy holds a bachelor’s in social welfare form Stony Brook University, a master’s in social work from Hunter College, and a master’s in nursing from Pace University.
