Paul Francis, New York Governor Andrew Cuomo’s Deputy Secretary for Health and Human Services, spoke at PCDC’s Leadership Advisory Council December breakfast about the State’s plans to expand and strengthen primary care.  Describing primary care as the “hub of the wheel” for health system transformation, Mr. Francis noted that several hundred million dollars were being invested in primary care practice transformation, and that health plans are being asked to make investments as well.  Mr. Francis also let the audience know that New York State was pursuing ways to make more affordable capital available to fuel primary care expansion and use telehealth and other technologies to expand the primary care footprint, particularly in upstate and rural communities.
