COVID-19 Community Health Care Resiliency Fund
Recognizing that New York State’s community health centers have been operationally and financially challenged by the COVID-19 pandemic, the Primary Care Development Corporation (PCDC) and Community Health Care Association of New York State (CHCANYS) have developed the COVID-19 Community Health Care Resiliency Fund to enable community-based health care providers to restore, sustain, and enhance operations.
The new $10 million COVID-19 Community Health Care Resiliency Fund provides financing and technical assistance to enable community health centers to sustain their operations and continue to meet the needs of their communities during the COVID-19 crisis and through recovery.

The COVID-19 Community Health Care Resiliency Fund provides capital financing and technical assistance to eligible applicants. Loans may be used to fund COVID-19 related investments such as expenses to recruit and train furloughed staff in new delivery methods, redesign patient flow and facilities to accommodate new protocols for onsite care, technology to support telehealth, expenses associated with practice redesign to implement a “bimodal” (physical onsite/virtual) primary care delivery platform, expenses such as personal protective equipment (PPE), and ancillary operating costs associated with patient service delivery. Technical assistance support provided by the fund centers on resiliency, reopening, and recovery efforts, including but not limited to telehealth operations, billing and coding, creating a safe environment for patients and staff, and triaging patients for engagement.
About the Funders
Funding for the COVID-19 Community Health Care Resiliency Fund includes capital from PCDC, the CDFI Fund, Robin Hood, and OFN and Google’s Grow with Google Small Business Fund. Support for the fund’s training and technical assistance is made possible with grants from the Altman Foundation, Robin Hood, and The New York Community Trust.
