Thomas J. Murphy

Thomas J. Murphy is Principal of Trailhead Advisors providing strategic communication consulting services. He served as Chairman of the Board and Executive Director of the Dormitory Authority of the State of New York, the largest issuer of tax-exempt debt for higher education and healthcare in the United States, and managed a municipal bond portfolio with an asset value of more than $30 billion. He was responsible for monitoring over 80 percent of all long-term hospital debt in New York State. He also served on the Board of Trustees of the New York State Higher Education Services Corporation, the nation’s largest in-state student loan guarantee agency. Mr. Murphy was a partner at Decision Strategies Group, a corporate consulting partnership, and a founding partner of the Policy Economics Group, an economics consulting firm, where he co-managed the sale of the firm to KPMG. He also held several senior staff positions in the New York State Assembly. Mr. Murphy is a recipient of the Ellis Island Medal of Honor and received the Municipal Forum of New York’s Distinguished Career Achievement Award in Public Finance.
